Fare Ora de Mahina – A Joint Initiative of the Commune and the Country

On August 2, Damas Terai Teuira, Mayor of Mahina, Moetai Brotherson, President of French Polynesia, and Vannina Crolas, Minister in charge of Administrative Modernization, formalized the commitment of the commune of Mahina to the establishment of a Fare Ora.

As part of the preparatory work, a co-construction day for the Mahina Fare Ora was organized at the Polynesian Factory. This initiative brought together around forty participants (users, municipal agents and elected officials, national services and institutions, and staff from the Social Welfare Fund), who, based on the land provided by the commune, were able to collectively define the different needs in terms of spaces and activities, including reception and administrative support, training, prevention, and health and social care.

Accompanied by facilitators from the country, participants experienced this method of collective intelligence, which encourages creativity, full participation, and engagement within a supportive and playful framework. The expertise of public agents, under the guidance of the Directorate of Modernization and Administrative Reforms (DMRA), is a major asset for our administration, helping to support the creation of public policies, the resolution of complex issues, and team cohesion. Moreover, this initiative aligns with commitments made with other Polynesian institutions through a framework agreement on public innovation. Such approaches should be promoted to increase inclusivity, foster respect, and make citizen and agent participation in public service development more tangible.

The Mayor and Minister Vannina Crolas concluded the event by highlighting the added value of this collective intelligence initiative, which brought out innovative ideas and allowed the commune to reconnect with its history and culture to define the architecture of its future Fare Ora.

The Fare Ora is part of the aim to strengthen the proximity of services and simplify Polynesian administration. Its goal is to address all the needs of the user in a central location. Beyond the concept of a one-stop-shop for administrative procedures and access to rights, it aims to offer a wide range of personal services, particularly in health and social care. As a community life center, a place for meetings and exchanges, it also serves as a hub for delivering public services closer to families.
